Texas Doctors Prescribe $47 Million Worth of Antipsychotic & Anti-Anixety Drugs, Primarily for Kids—One Child Psychiatrist Alone Wrote 27,000 Prescriptions For Xanax

With little oversight and apparent carte blanche, a relative handful of Texas physicians wrote $47 million worth of Medicaid prescriptions for powerful antipsychotic and anti-anxiety drugs over the past two years, according to a Star-Telegram analysis. The top five doctors alone wrote $18 million worth. Grassley asked Texas and other states for the top 10 prescribers who billed Medicaid for certain drugs. The Star-Telegram used prescriber numbers to identify the doctors, then sorted and tallied the drugs they were prescribing. Also reviewed was information on other mental-health drugs that have cost taxpayers about $1.3 billion during the past five years.

Most of the drugs have gone to children and adolescents, although prescribing the drugs to children, such as a toddler, is considered “off-label” — uses not approved by the federal Food and Drug Administration. Now the state’s Medicaid program is among others under scrutiny, after Sen. Charles Grassley, R-Iowa, began investigating the use of mental-health drugs this year.

Psychiatrist on Payroll of Glaxo Pleads Guilty to Research Fraud

A psychiatrist on the payroll of GlaxoSmithKline has been sentenced to 13 months in prison after pleading guilty to committing research fraud in trials of the company’s antidepressant Paxil on children. GlaxoSmithKline, manufacturer of Paxil, paid Palazzo $5,000 for every child she enrolled in the study. The case’s significance goes beyond simple research fraud, as Glaxo is now defending itself against charges that for 15 years it deliberately concealed evidence that Paxil increases the risk of suicide in children. Maria Carmen Palazzo is already serving a sentence of 87 months for defrauding Medicare and Medicaid.

For more than 20 years, psychiatrist Richard Schloss has been treating Long Island patients with schizophrenia, bipolar disorder and social phobias. But he has another job. Pfizer has paid him thousands of dollars to tell other psychiatrists about a drug the company sells, an anti-psychotic medication called Geodon.

In all his years of speaking for Pfizer, the company’s never asked Schloss (right) about an embarrassing stain on his state record. In 2001, the New York State Health Department suspended Schloss and then put him on probation for five years for helping supply Vicodin for a year and a half to six patients who were drug addicts.

In Indiana, Psychiatrists Once Again Top the List of Top Drug Prescribers Under Medicaid/Medicare

The agency compiled a list of top prescribers overall in 2008 and top prescribers for certain psychiatric medications in 2008 and 2009, including Zyprexa, Geodon, Risperdal and Abilify. According to the list, the top overall prescriber in Indiana is Dr. Daniel Kinsey, a psychiatrist in Goshen. He wrote 2,894 prescriptions in 2008, which resulted in $791,289 in medication charges to the state. The next highest was Dr. Melinda Weekly, a psychiatrist in Bloomington, who wrote 2,456 prescriptions in 2008, resulting in charges to Indiana of $1.16 million. Other states have also compiled lists. In Texas, one doctor authorized 13,596 prescriptions for anxiety drug Xanax in 2008, and increased it to 14,170, according to a letter Grassley recently sent to the U.S. Department of Health and Human Services.

In Connecticut, one doctor ranked consistently as the top prescription writer across a full range of pharmaceuticals, Grassley said, writing 5,945 prescriptions in 2008 and 7,459 in 2009 for seven medications.

Death of Canadian Teen Under Investigation- Following Unwarranted Forced Antipsychotic Injections

A New Brunswick teen who asphyxiated in an Ontario prison cell while guards watched was restrained and forcibly injected with unnecessary tranquilizers and antipsychotic drugs at another institution three months earlier. Julian Falconer, the Smith family’s lawyer, filed Beaudry’s report with a coroner’s court in Toronto on Monday in an effort to expand the scope of an upcoming inquest into Smith’s death. “A psychiatrist prescribed medication without ever seeing her,” Falconer said. “Another health professional force administered, through forced injections, chemical restraints on Ashley.”
